Combatting Witness Intimidation: Experiences in Creating Systems-based Change

Witness intimidation is a national epidemic. The Combatting Witness Intimidation (CWI) Initiative sought to identify challenges related to witness intimidation across all crimes, adopt strategies to address these challenges, and create methods to evaluate the impact of those approaches. AEquitas and the Justice Management Institute (JMI), with assistance from the International Association of Chiefs of Police (IACP) and other experts in the field (hereinafter CWI partners), led the Initiative and supported three jurisdictions to plan and implement a set of coordinated strategies to reduce intimidation in their communities. Lessons learned from pilot sites for the CWI Initiative and the targeted interventions to combat intimidation are described in this report.
